Abstract: 

In this public lecture Professor Sir Ian Kennedy explored the development of public policy from the viewpoint of an engaged outsider. He drew on his long experience in bioethics, healthcare policy, scientific research integrity, the conduct of public inquiries, and regulation in the public sector, including, most recently, of MPs’ expenses, to look at public engagement, decision making and transparency and accountability in the formulation of public policy.
